THE ONTARIO PHARMACY COUNCIL



The Ontario Pharmacy Council includes representation from the following groups: the Ontario
Pharmacists Association, the Ministry of Health and Long-Term Care, community pharmacies, hospital
pharmacies, the Ontario College of Pharmacists, the Faculty of Pharmacy from an Ontario university, a
physician representative and a patient representative.

Helen Stevenson, (Co-Chair)
Helen Stevenson of Toronto is currently the Executive Lead, Drug System Secretariat, Ontario Ministry
of Health and Long-Term Care. Previously, Ms. Stevenson was Founder and President of Savattuq
GmbH in Switzerland and Savattuq Inc. in Toronto. Ms. Stevenson has also served on numerous boards
including: Governor, North York General Hospital, Director, Toronto East General Hospital
Foundation, and Vice-Chair, Governance Committee, Toronto East General Foundation. |

Marc Kealey (Co-chair)
Marc Kealey of Mississauga is currently the Chief Executive Officer of the Ontario Pharmacists’ Association. Throughout the development of the Ontario government’s Transparent Drug System for
Patients Act (2006), Mr. Kealey demonstrated a high level of leadership through his work with the Association. Previously, Mr. Kealey was employed as General Manager, Atomic Energy of Canada
Limited and Senior Vice-President, Veritas Communications Inc. Mr. Kealey has also worked as a
consultant in Latin America representing health care and energy related organizations, and as Vice-
President, Planning and Development with the Whitby General Hospital. Mr. Kealey has served as a
Special Advisor to former Premier of Ontario, David Peterson and as a Special Advisor to the Rt. Hon.
John N. Turner. Mr. Kealey is currently a member of the McMaster University Board of Governors and
is on the Board of Directors for Ontario’s Smart Systems for Health Agency. |

Dr. Karen Philip (Patient Representative)
Dr. Karen Philip of Toronto is employed as the National Director, Public Policy and Government
Relations with the Canadian Diabetes Association. Previously, she acted as Director, Government
Affairs and Policy for the Canadian Co-operative Association. Dr. Philip has also worked for the
Government of British Columbia in a variety of roles including Executive Director, Rural Development
Office, Ministry of Agriculture and Food, Senior Policy Advisor, Resource and Economic Policy,
Cabinet Policy and Communications Secretariat. |

Robin A. Brown (Council Member)
Robin Brown of Guelph, Ontario works as a consultant pharmacist on a research project called IMPACT
in Mount. Forest, Ontario. This project is studying the potential role for pharmacists working as part of
Family Health Teams. Mr. Brown is self-employed as a locum pharmacist, providing “fill in” services
primarily to independent pharmacies from the Niagara Peninsula to the lower part of the Bruce
Peninsula in southern Ontario. Mr. Brown is also employed part-time as a staff pharmacist at the
Preston Medical Pharmacy and as a teaching associate at the Faculty of Pharmacy at the University of
Toronto. |

Russell Cohen (Council Member)
Russell Cohen of Markham, Ontario, is the Executive Vice-President, Pharmacy for Katz Group Canada
Limited. Mr. Cohen was also the Executive Vice-President, Corporate Store Operations, with the same
employer from 2004 to 2005. Mr. Cohen spent several years with Shoppers Drug Mart, holding a
variety of positions including Senior Executive Vice-President, Pharmacy, Executive Vice-President and
Regional Head, Ontario Central, Vice-President, Operations, Ontario Central, and Vice-President,
Marketing, Ontario. |

Dr. J. Antony Gagnon (Council Member)
Dr. Gagnon of Hamilton, Ontario is the Clinical Coordinator, Hamilton Family Health Team.
Previously, Dr. Gagnon served as Assistant Professor of Clinical Education, Northern Ontario School of
Medicine. Mr. Gagnon has also worked as a clinical pharmacist, practicing in a physician’s office and
as President, JAG Enterprises – a clinical pharmacy consulting firm. Mr. Gagnon is a member of the
American College of Clinical Pharmacists, the American Society of Consultant Pharmacists, the
Canadian Pharmacists Association and the Ontario Pharmacists’ Association. He has also served on
several committees including: The Canadian Institute for Health Information – Electronic Health Record
Standards Advisory Committee, The Task Force on Optimizing the Pharmacists Role – Ontario College
of Pharmacists, and on the Leadership for Change in Primary Care, Department of Family and
Community Medicine, University of Toronto. |

Dr. Wayne Hindmarsh (Council Member)
Dr. Wayne Hindmarsh is Dean and Professor of the Faculty of Pharmacy at the University of Toronto.
Previously, he was Dean of Pharmacy at the University of Manitoba and Assistant Dean at the College
of Pharmacy at the University of Saskatchewan. Dr. Hindmarsh has authored more than 80 scientific articles related to drug distribution and forensic toxicology. He has also served as a consultant for the development of a national pharmacy examination in the Caribbean. |

Mark F. Kearney (Council Member)
Mark Kearney of Montreal, Quebec is currently working as a Clinical Pharmacist – Surgery and
Medication Reconciliation at the Queensway Carleton Hospital, as well as Pharmacist at the Prescription
Shop, both located in Ottawa, Ontario. Prior to this Mr. Kearney was employed as a consultant
pharmacist with the Canadian Pharmacists’ Association in Ottawa. Mr. Kearney has also worked as a
Pharmacy Intern at AstraZeneca Canada Inc, a Financial Planner at TD Canada Trust, and as an
Instructor, Faculty of Medicine, Queen’s University. Mr. Kearney is a member of the Canadian
Pharmacists’ Association, the Ontario College of Pharmacists, the Ontario Pharmacists’ Association,
and is President of the Ottawa-Carleton Pharmacists’ Association. |

Janet McCutchon (Council Member)
Following her graduation from the University of Manitoba in 1983, Janet McCutchon of Thunder Bay,
Ontario managed a locally owned independent pharmacy. Since 1998, Ms. McCutchon has been co-owner
of Woit’s Pharmacy in Thunder Bay. Ms. McCutcheon joined the executive of the Thunder Bay
Pharmacists’ Association in 1983 and held that position for 14 years. In addition, she has held positions
with the Addiction Research Foundation as well as the Thunder Bay District Health Unit. Ms.
McCutchon sits on the board of Superior Credit Union in Thunder Bay as First Vice Chair and on the
board of the Ontario Pharmacists’ Association, representing its Northern Ontario District. |

Garry Simard (Council Member)
Garry Simard of Mississauga, Ontario graduated from the University of Toronto Faculty of Pharmacy in
1982 and moved to Wawa, Ontario to begin serving the community as its only pharmacist. Owner of
Fenlon’s Pharmacy with his wife Ann, who also serves the community of 4,100 residents as a
pharmacist, Mr. Simard works as part of the community’s recently approved Family Health Team.
Active in his community, Mr. Simard served on the Board of the Lady Dunn Hospital for some 10 years
and now serves on the finance committee of his local church. Mr. Simard has been a member of the
Ontario Pharmacists’ Association for 20 years. |

Carmine Stumpo (Council Member)
Carmine Stumpo of Toronto is the Director, Pharmaceutical Services at Toronto East General Hospital.
He is also a Senior Pharmacist Consultant with the Institute for Safe Medication Practices, Canada. Mr.
Stumpo has been a member of many national and international organizations including the Canadian
Pharmaceutical Association, the American College of Clinical Pharmacy, the American Society of
Health-System Pharmacists and the Ontario College of Pharmacists. He is also a member of the
Association of Pharmacy Managers of Toronto and Area Hospitals where he has served as Chair and
Vice-Chair. |
